Ok ... One of my probes wasnt all the way in the meter when I tested the big cap.. It is testing at 440.... I also double checked my other readings and sad to say they are still jacked up.. And yes i had red to + and black to - and did go ahead and change battery just in case

Ah ok, that is good.
You probably could start a list of the caps that need to be replaced on the PSU, I'd say do all them except the very big black one.
Does that blue dipped cap look odd to any of you??
A little, but they usually rarely fail.
It seems others have fixed this PSU by replacing it, so, go ahead and get a new one, its a 47n 1000v capacitor. If you want, you could use a 1500v cap for some extra headroom (perhaps that is why the 1000v ones got bulged?).
Those caps can and do fail and bulging like that is a common sign something is wrong.

5v-s= 4.7 ------- 4.8
Stb= 2.09 ------- can hear a click when testing and reads 0..
