What's the resistance to ground on the 3.3v pin on the mainboard?
Decent photos always help. I suspect a shorted component, possibly a capacitor.

If you have about an 8Ω ~ 10Ω 1watt resistor, disconnect the main board and connect it between the power supply 3.3vstby and ground and see if the 3.3v stays up.
This should tell you if the power supply is providing enough current or if the main board is loading it down.

I disconnected the main board from the power board and when I test the rating on a standby voltage it is still the same as when it is plugged in

I’d say first off we need straight shot high resolution pictures of your PSU and the main board. Then do that what already has been asked.

Where am I looking for the 8Ω ~ 10Ω 1watt resistor? I'm new at this.
