I wondered if anyone would be so kind to offer assistance concerning the following please.
I have recently inherited a Toshiba Qosmio G20-115 laptop in a non functional condition.
The machine does not power on at all with the on/off switch and I suspect the battery is totally discharged although I haven't tested it at the time of writing this.
When the mains charger/adapter is connected to the machine the DC IN icon emits a sequence of ‘blinks' which I have managed to decipher it and it represents the 10h error code as shown below.
I have tried removing the battery and the charger and re-connecting.
The charger/adapter is rated at:
Output 15v/8a/120w
I have measured(without load)the DC output from the charger and it is 16.14v.
I was wondering if anyone could point me in the right direction as to which component(s) I should be testing/replacing in the charger/adapter in order to reduce the output voltage back to 15v.

DC IN icon Power supply status
Lights blue DC power is being supplied from the AC adapter.
Blinks orange Power supply malfunction*1
Doesn't light Any condition other than those above.
*1 When the power supply controller detects a malfunction, the DC IN icon blinks
orange. It shows an error code.
Error code Meaning
10h AC Adapter output voltage is over 16.5V.
11h Common Dock output voltage is over 16.5V.
12h Current from the DC power supply is over 12.0A.
13h Current from the DC power supply is over 0.5A when there is no load.
14h Abnormal current has been sensed.
