    My multimeter doesn't have a capacitance setting.

    I did notice that when I measured to other two green capacitors in ohm mode that the numbers would slowly rise. I tried this on the large one (C1) and the reading stays at 1.

      Remove the cap and test it off the board. Try reversing the meter leads also. i expect the meter to show very high circuit resistance at least.

        it's probably a good idea to check the resistance of the big pink resistor too.
        it should be very low - almost a short circuit.
