I just wanted to say thanks, as in the end this is indeed what I had to do. I had quite the journey with mine though. For a start, the shorting process on an X1C6 is pretty timing sensitive, so it took many attempts. Then once I was able to reset the passwords, I got an error relating to the serial number having been cleared. I got around that using the LenovoUOne tool available somewhere on github. After that, my laptop went into a reboot cycling with the dreaded "Configuration Changed" message. I couldn't get into the BIOS and couldn't flash a new BIOS using a bootable USB stick. Eventually, I was able to use the LenovoUOne bootable USB to get into the BIOS and turned off "secure boot" and reset the keys to factory defaults. After this, everything worked, I shoved a new NVME in and have loaded Windows.
I've seen other people having some of the problems I mention above, so hopefully this helps them a bit.
