no power indicator. no 3.3 v and 5v alws.
no shorted coil

over voltage protection
try replace pc58 with tantalum, not solid caps
look datasheet rt8223p

you can just use it for test . it can work . but use TANTALUM as meritosari said .

I look at the picture, you have to install the capacitors with the wrong polarity position. look more carefully, coil its positive rail.
maybe you have broken that tantalum again, i hope not more damaged the other components
