Gate voltage is incorrect for PQ101/PQ103. HAve you checked the PQ101/103 mosfet out of circuit. The mosfet are as per schematic or changed by someone earlier. LODRV/HIDRV will not work at all unless ACDRV is fixed. So, i see the following probabilities:
01.BQ24738 is bad or not properly soldered.
02.PQ101/103 is/are bad or not as per schematic.
03.PR108 is not as per schematic value or track is damaged.

I'll strongly suggest to replace PQ101/103 as per schematic as you have said the mb was worked upon by someone earlier.

Update and good news! I thank you all. (It's been no bed of roses, no pleasure cruise).

Issue was with PQ101.

After removal, found that source & drain are shorting @ 0.6 ohms.

PQ101 = AON6414A which is a rare bird to locate locally. Have many incoming from Asia but found a drop in with better specs using

TI # CSD17579Q5A (valid drop-in replacement for AON6414A)
MOSFET N-CH 30V 25A 8VSON

from Digikey.

Laptop charged the rather stale original HP battery in less than an hour to full capacity. Still waiting on the replacement battery pack which should behave the same but will last longer to discharge than the original battery pack.
