Axioo Neon HNM (ECS_MB40IAX_MB40II4) Dead

I have this mainboard that would not turn on. The DC Power Supply shows 0.003 Amps. I Checked there is no voltage in battery slot pin, and there is no voltage in 5VA and 3VA.

I am new in board repair, so where do i start?

In Addition, OZ8618 (PU1) in pin 11 (PA) has 25v, and pin 12 (PB) has no voltage.
