            19V, 3.3V and 5V. as main power voltages are ok .Power switch 3.3v is also available.

              in my opinion, if rsmrst # 0v means bios and sio chips problematic.
              trying to do that more easily by replacing the IC bios first and reprogrammed. then if it does not work, you might have to replace the chip sio

                I changed EC ic (NPCE795PA0DX-GP-U) and replaced bios with working one. The rsmrst# exactly 0.5v only.

                  I am a newbie as well.

                  when a voltage is 19v, 3.3v and 5v already available, try measuring the voltage U2701 pin 97,64,21,17,14 & 4

                  don't forget, be carefully! slip your probe, you got more trouble

                    I measured that voltage U2701
                    Pin 97 --- 110mV (AD_IA)
                    Pin 64 --- 0V (PM_SLP_S3#)
                    Pin 21 --- 0V (PM_SLP_S4#)
                    Pin 17 --- 3.3V (LID_CLOSE#)
                    Pin 14 --- 3.3V (S5_Enable)
                    Pin 4 --- 0.50V (VDD 3D3V_S0)
                    These are the voltages.

                      have you ever tried to turn without cpu and ram?
                      please try measuring the resistance all big coil to ground, without power and battery, cpu and ram previously separated
