1) Use a multimeter to check for shorts between your positive side and ground. Set it to 200ohms and place one lead on the positive side and one lead on the negative side.
2) Did you remove that NEC Tokin? In its current melted state it could be shorted.
3) Check your polarity.
4) Did you test it after the NEC Tokin was melted in the first place?
It's possible one of the caps you added are shorted or that there is a bridge between the two sides.

Yes, I removed nec tokin.
Yes, I checked polarity.
May be it is shorted. Becoz using multimeter, when i placed one lead on +ev and one on -ev side, it show zero ohm resistence.
But how i identify which cap is short?

We need a picture really buddy. Did you solder the caps over where NEC tokin was or on the surrounding pads?
That short will almost definitely be your problem. If you soldered over the Tokin, check for bridges between the two conductive strips on each side. If you didn't, remove the caps one by one and check for shorts each time.

note. One thing is more that i dont set the leads of lcd and inverter when i checking. I want to see that fans or hdd run or not. I think, If they run, it will be ok.?

I see, there is a lettel diode between + and -. U can see in this pic.
I think if it burnt or short? Can i remove it?
There are 4 lines under nec tokin 2 +ev -ev and 2 -ev +ev, And i identified that 2 internal lines r -ev and this is same for both side and 2 external external lines r +ev which is different for both sides. I identified that 2 infra lines r not short but 2 ultra lines r seemed to short and lettel diode is there between + and- which i mentioned above.
Is this matter????

I found a new thing about my problem is that, in my laptop nec tokin was near the processor and other side the PCB, when i removed processor, there is no shortness in both pair of lines where was nec tokin and multimeter show 400 resistence in the lines but when i putt processor then one pair of line which lower and more near the processor is short and multimeter show zero resistence in the lines.
What is reason of that????

It is normal for the CPU to measure a few ohms like 5 ohms.

You say you have removed the NEC/TOKIN capacitor. Are the pads for the outer 2 strips connected to each other?

Yes, i removed nec tokin.
No, outer + lines r not connected each other but inner - lines r already same for both. I will try to upload pic.

It seems that the NEC/TOKEN capacitor is being used as "Filter circuit design"

I tried these combination
5*220uf,4v.
6*220uf,4v.
3*330uf,2.5v+1*220uf,4v.
3*22uf,4v+2*330uf,2.5v.
2*330uf,20v+2*220uf,2.5v.
But nothing.
By do all this, when i press power button, indicators light up for one time and off, no fans , no hdd run. Laptop looking like to died.
