Pin 28 will be the pin north of the dot marking.
Pin #1 is to the left of the dot marking.
Measure voltage to ground of pin #28 = VCC.Comment

The ACDRV pin #4 voltage is too low. It should be a boosted voltage of ~25v. This voltage output should be adapter voltage + REGN voltage, so 19v + REGN = ~25v.
With 20v only on ACDRV, the DCin mosfets between the adapter and main power rail will be OFF.
REGN pin #25 is at 0v and should be at 6v.
Remove all power, meter in resistance mode.
Measure the resistance to ground of the REGN pin.
Post the measurement.
Also, with no power, meter in diode mode.
Red meter probe, yes red to ground.
Black meter probe to the REGN pin #25.
What is the measurement?
Be sure there is no power to the board. Be sure you are on pin #25.
As mentioned earlier by other techs, you may have a leaky MOSFET that is causing these faults.
Concerned about the missing REGN rail. This often means the charger IC is defective and needs to be replaced. If you are not in a rush, AliExpress will have this part. When placing an order, also purchase the mosfets surrounding this charger IC. They are very inexpensive. Post pics of the mosfets that are driven by this charger IC.
For example, the ACDRV pin will have a ~4k resistor that will go to pin #4 of 2x mosfets. Those mosfets are also suspects. A leaky MOSFET will allow the board to power up but not charge the battery.Comment

Post the topside markings of the mosfets or clear pictures of the same.
Most should be available from Digikey / Mouser.

Correct, pin #24 = REGN. Be sure that you are measuring the proper pin.

remember i mentioned that top area of the board where it had a burnt cap i removed. Do you think something up there is causing all this?

To test mosfets, you can check the resistance between the pins of the device or check their diode mode readings. Found a great website that details both but let me summarize one method.

Both methods must be with no power to the logic board.
Checking in resistance mode is convenient.
Meter in resistance mode.
Measure the resistance across the mosfet pins as follows:
Source (1-2-3) & Drain (5-6-7-8)
Source (1-2-3) & gate (4)
Gate (4) & Drain (5-6-7-8)
Post each measurement. If the reading is low, the part is likely defective.Comment

ok it seems ike i found 2 bad mosfets?
one right behind the charger port
source grounded to drain
the other small one near top of board where the cap burnt..
Gate ( where dot is ) shorted to drain ( all 4 pins other side)

Although it is a typical way how a DC-IN Mosfet shorts out, your resistance measurements does not makes sense at all regarding the previous observation.
The two Mosfets on the first picture. What resistance do you measure between Source and Gate?
The Dual-Mosfet near the burned via might be a secondary(!) issue which you might want to rule out later.Comment

Symptoms: not turning on. There is only the LED battery indicator working. The owner of the laptop told me this problem arrived one week after having changed the battery. He then managed to power on the laptop only once, and then it never powered on again.
Tests already made:
- Battery is charging when laptop is plugged in. The LED battery indicator turns white after a couple of hours of charge, indicating that battery is fully charged. However, laptop won't turn on anyway, with or without AC plug.

My question pertains to understanding the control circuity inside a Dell PT434 type battery used in Dell E6400, E6410 and other Dell notebooks?

I'm having an issue with my Lenovo ThinkPad P43s. The laptop does not power on when the internal battery is connected, but it works fine on AC power alone (battery disconnected). Once the battery is reconnected, the system becomes completely unresponsive — no lights, no fan spin, nothing.
Here's what I've tried so far:- Power/EC reset (held power button for 60 seconds with battery and AC disconnected)

Hi, so the old battery was getting error stated it's capacity is starting too get low and should be replaced, so the customer bought a new one and replaced it, but the new battery was also getting this notice that it's capacity is getting low and should be replaced, so i took the laptop for testing and the battery is charging at the terminal at 8.03V , the voltage of the battery is 7.7V, and drawing around 600mA when charger is put and the laptop is off...so that should be ok... but the bios system test doesn't recognize the battery and can't do the battery test and so is the hp battery manager,... -
