OK, there are two fuses one (F2) on the left of the connector, one (F1) on the right side of the connector. Check both of them, they should show less than 1 Ohm.

Use the Ohm meter in 200 Ohm range or lower to test the fuses, it should show less than 1 Ohm.

The brown spot is nothing to worry about, however I do have other concerns.
From what you have said so far it would appear you are a total newcomer to electronic repair. Do you have a multimeter and soldering equipment?

I am quite concerned that you have embarked on this ambitious project without even a knowledge of what components are called.
I would remind you that many parts inside a monitor work at a VERY HIGH VOLTAGE and even benign looking objects like heatsinks can give you a very nasty jolt perhaps causing you to involuntarily touch something that will kill you.

I maybe worrying without reason but my advice to you would be to seek out threads which refer to monitors and learn what the parts are called and try and understand what they do. BEFORE you kill yourself.
