We had a Dell 17" LCD with flashing power button, and alternately flashing setting lights. Opened it to find no obvious bad caps but lots of surface mount
capacitors. I went on FixYa just on the off chance. One answer offered was the "take it to a shop", but another GREAT individual offered the solution and EXACTLY which surface mounts to replace.
"Replace two 10uf capacitors on control board C604 and C507."
My son says he also has a video on his home page showing the work. It is linked to one of his solutions on his profile page.
Any way my son got the soldering iron and inside 20 minutes had replaced the two caps and was using the lcd.
So hats off to "hdaghigh" on FixYa.
