Before I get into it, I have found these 3 threads that have been somewhat helpful, But I've got an additional question

I'm pretty much a newbie when it comes to stuff like this. My dad is an electrician but currently out the country for another week.. (I could wait for him, But I'd rather learn myself sooner or later)
Basically in the middle of the night I could hear a high pitch sound coming from the monitor, so I pulled out the power cord directly from the monitor. Fast forward to this morning, I plugged the cord back in, and now it won't turn on at all.
I have taken it to bits, Tested the fuse with a multimeter which seems fine. I have noticed that 2 of the 1000uf 16v capacitors seem to be bulging at the top as circled in the attachments.
My questions are -
How can I test these with the multimeter?
Are they even worth testing if they're bulging or should I just replace?
Should I replace just the bulging ones or all of them to be safe?
Luckily I have done some soldering in the past so that part shouldn't be a problem!
