Replaced 3 of the 1000uf capacitors (only 2 were bulging)
All working fine now

Not actually sure how to set the meter at 600vdc so I guess I will leave that bit for now.
What I will do is replace the capacitors and go from there?

My next question was going to be do I need low ESR or not, So thanks for answering!
Bigger caps look to be ok.
Yes doesn't light up at all. Have tried with another power lead etc so I know that isn't the problem.
Other fuse seems ok too, Getting a reading from it.
