When a Gateway FPD1765 shows a floating "Self Test Feature Check" message followed by "LPL_17 TCO FAIL", it means the monitor is fine, but no VGA cable is attached. It's not looking for a signal, just the cable itself.
Despite the "fail", it means the monitor is working.
