Please take a picture of the relay itself so we can see what type of package it is in

worst design i think i'v seen in years.
all those big resistors cooking a bunch of capacitors directly below them!
also i see those soot stains - you need to clean that off when you replace blown parts because the carbon is conductive.

That is a transformer, not a relay

Fuse kept blowing, 0 ohms one side of fuse, inject 1v and transformer got extremely hot, after removal resistance is high kohms,no short and obviously its very burnt on bottom

transformers are for AC, if you inject DC they will get hot - they are just coils

Transformers are supposed to look like shorts, it's just a long piece of wire inside after all.
Transformers tend to be custom for the design. Is this a switch mode power supply? Can't tell if it's an EI or ferrite core, looks like the latter and hence a switch mode, but the circuit around it looks wrong.
Will need more data, better pictures of board surrounding it...

Sometimes you can check a transformer with a ring tester but do not completely rely on it because depending on the type of transformer it is it might show it shorted when it really is not

This is why the question was asked what type of device is this board used in please post some pictures of this device plus all of its board front and back of each board
