    I do not usually take these fans apart, but it looks like a plastic lock washer.

      sometimes called a nylon split-washer.
      but split washers can also refer to locking metal washers so be carefull.

      a circlip would be a good replacement if the thickness matches.

          You don't need to replace them, as they provide no real function. just add a few drops of oil and make sure you cover the hole with a sticker or something to keep dust and dirt out and the oil in.

              The blades aren't going anywhere. Its a paper washer its not a shaft ring, the shaft is not going to fall out or anything of the sort, it was just a paper seal to keep dust out and oil in.

                No. That is the plastic shaft ring which keeps the shaft in place.
                I love putting bad caps and flat batteries in fire and watching them explode!!

                No wonder it doesn't work! You installed the jumper wires backwards

                  Usually a lock washer whether it is plastic or metal is use to keep tension on a nut so the nut will not loosen up.
