    According to my motherboard, I have 2V on the 3.3V, 5V on the 5V, and 8V on the 12V. It also says I have -12V on the -5V and nothing on -12V. My uncle's computer reports the (positive) 5V and 12V backwards, and reads high on all rails.

    well your meter got 11.74, your motherboard got 12.77 or was that a typo

    actually my mobos volt monitor is pretty good it reported 12.77

    cen-tech digital multimeter, battery voltage @ 8.97v(new battery) tested on a precision bench PSU set to 12.46v, the meter reads 12.45v so the meters in good nic.

    that doesnt sound too bad... i run one of those with a Q6600 and a 9600GT... seems to work fine

    Get rid of the psu / fan.. Spinrite (if you own it) or try Hiren's 15.2 I think it has a new program (not sure on liscensing) for hdd testing/sector recovery.. Similiar to spinrite..

    UPDATE: the HDD that it got copied too is acting up as well, but not in the same way the sata link becomes so slow that a hard reset is sent to the disk, what this means i don't know but running tests on the disk show its fine.
    UPDATE2: the 12v rail was not providing enough power because of a large cooling fan. unpluged the new drives are fine pluged in the drives error out. why?
