So can you force the lights to come on? What is that trip pot for?
What DC V do get on the two lytics caps on the right side of the board (right side of the red cap)?

Thank you budm for the explanation! So far I have tested the capacitors and they all seem to be good. I am attaching some pictures of the board. Thank you I appreciate your help.

The component looks a bit like a tantalum cap but it has the letters VAR1 next to it. The component is also next to the main power wires. This indicates it's a varistor. Searching for
varistor vf05

shows that it's supposed to be high resistance when not powered.

Thank you Elektrolite, Very Interesting. It has no resistance when not powered. Just double checked it with another meter. Is there an equivalent one on fleabay? Maybe one that resists a little more current so it wont happen again?
