    New meter, surprising results.

So I recently purchased an Excelvan M6013 Capacitance Meter and was checking some new capacitors out. I was a little displeased that my previous favorite brand (lets call them Brand R) consistently read at least 10% below the factory rating and a few were barely in range at 20%, These are all new caps that are under two years from when I bought them from a major supplier. The Brand "N" and Brand "P" caps all read pretty close to the manufacturer specs. Is this normal? Wondering why a famously high quality brand test so poorly. Thanks.

          What meter do you have?
Don't buy those $10 PSU "specials". They fail, and they have taken whole computers with them.
