What is this component, looks like a cap

I'm looking to know what the blue component that says UEI 44n on it, is.. it looks to be a capacitor but when I measure it in circuit it measures 16pF one way and 28pF the other way. Was expecting 44nF. I've looked at capacitor marking and the marking is not conforming to standards. The circuit is from 1600w 240V to 110V AC to AC voltage converter that uses a triac and a diac to make the conversion.

    That's a thermistor , not a capacitor , it's from NTC UEI series ..

Welcome DanPoka; please notice that NTC isn't a company as it may look , it's an abbreviation for "Negative thermo coefficient" , so many companies make them ..

I'd like a full reverse engineer schematic of that converter, the positioning of that thermistor seems quite odd... might have to pull mine apart and see what's in it.
