43UM7100PLB, no picture but have half picture when i disconnect 1 side of panel

Like the title says , this is a very interesting problem , never experienced this before so i thought i'd share and maybe get some help on this. So the problem is as such: TV comes on , some gibberish flashes on screen and the screen remains black , the owner of tv said he heard sound. Now i checked some things cleaned all connections first of all so i dont run in a circle. Then i disconnected one of the cables for the panel , and viola, the left side of screen comes on, then i tried to switch it , with left side disconnected and right connected. Same problem persists. I checked some voltages on the motherboard , and sure enough , when i connect the right flat cable my 30v , and 17v dissapear on the motherboard. I assume they go to the screen.
Now my question is , is this a motherboard problem , or is it a screen issue?
This is one of the newer type tvs where tcon board is soldered to the panel , wondering if i could maybe cut some traces on the right ribbon and maybe get some kind of full picture? hmm , any thoughts?
Also when i connect the right ribbon , the voltages on the tcon board dissapear , the ribbon cable is not shorted

The TV is LG 43UM7100PLB , no service manual or any info online

This could be a shorted smd capacitor on the lcd panel pcb

Ye i was thinking more in the realm of a shorted IC , but ye exactly my thinking. Ill have to strip down the plastic tomorrow so i can access it , ill post some pictures , maybe i can repair it

https://monitor.net.ru/forum/attachments/63292/ I was too curious so i checked it right now , no shorts on the panel board, then i started looking on he motherboard , because there might be an issue. My attention was drawn to the chip next to the capacitor where i got the 32v that dissapears . The chip is SW52212 , and online i found a russian forum where they talked about what it seemed like exact same problem. They gave up and said it was probably a short on the glass , which i cant really believe that. Here is a picture that they posted , i recon this chip is at fault ... no way to test really without schematic and the thing shutting itself down anyway.
