Double check all the parts your mate replaced and make sure he replaced them with the correct ones. Also I’ve gotten knock off parts before from eBay/ Amazon. It’s always good to order from a reputable place to make sure your getting genuine parts.

Sounds like the problem is coming from the primary side for sure though.

My mate said he used a adp3110a and for the primary mosfets fdpf20n50 and for the secondary stf80n10f7 from a very reliable company. Maybe the adp3110a isnt up to the job.......

Have you tried unplugging the main board from the power board and plugging the tv in to see if the backlights light up and stay lit?

Sorry about late reply both bridge rectifier ac value is 242v
Both rectifier dc values is 249v.

The primary cap cp803s value whilst on standby 364 v dc whilst on 396 vdc

Ok good, You have good standby 5.3v and also the PFC circuit is working,
The voltages you are missing are the +30vdc and the B13v, correct?

If this is correct, check what the VCC voltage is for ICM801, check across CM801 (10µf/50v)

The B13v can be measured on the connector CNM803, pins 1,3,5, or 7, The 30v should be on J860 or the component hole of RM994 labeled Vdrv The 30v is the supply for the backlight circuit.
If the main board is disconnected from this power supply, the backlights should come on (if the led's are ok)
After looking at the board, legend, The Vdrv may only be 30vdc

If you have Vamp voltage you should also have B13V and also Vdrv 30vdc I suspect you have an open led on one of the strips.

j860 0volts also the the vdrv pin hole 0 volts also all my b13 voltages are present

Vcc across cm801 was 15.6vdc

Double check all those voltages with the backlights disconnected and see if anything changes. If so most likely the backlights as mentioned by R_J.

It's hard to trace the circuit using the board pictures. Have you checked FP903S fuse? is this the one that was blowing and was replaced in post #1?
Next to the fuse there is a jumper J849, this jumper should have 15vdc, it is the vcc for the sem3110a

I thought the B13v and the Vdrv, was from the same power supply but it is not with this model.

Yes that is the fuse. fuse is reading 50v ac and the jumper 43v ac and -23.5 fluctuating in dc .very strange

You are using the wrong ground to measure the voltages. You see that big thick black line, that separates the primary from the secondary.
These components are in the PRIMARY so you must use HOT ground. and these are DC voltages not AC.

If this is the case his meter is bad. This much AC on those points means there is major problems. The fuse should have +385VDC and the

Vcc across cm801 was 15.6vdc

This is the same line as J849, this line then connects to CM901, The electrolytic close to the 8pin ic that was replaced, This is the vcc line for the ic, it better not have

Your right he used a different meter and there is 15.6v on j849 and as you stated 395vdc on the fuse.

There is no vdrv on connection cn803 the 5v and 13v are there on pins 1,3 but thats it. Thanks

The A5.3V comes from TS801CS, & B13V comes from TM801CS, It is TM901CS that supplies the Vdrv. So recheck that the ic is installed and soldered properly and check all the gate drive diodes & resistors for QM901CS & QM902CS, also check that the drive transformer TM903CS windings are not open. Also check CM906CS, if you don't have a cap checker, make sure the cap is not bulged, if it IS, it is likely open, it provides the ground return for the transformer.
