Probably don't have anything laying around that can handle 2 watts.

Would it be safe to test each of the led strips individually? It wouldn't be hard to plug just one in at a time. I can get the pins out of the connector without damaging it

Soooo.....

Only plugged in led strips 2. The light came on! Plugged both in..... The light came on again! It's working now. I have no idea why. O_o

So take the Voltage readings on the LED connector again while the LEDs are still working.
May be loose contacts on the LED female connector.

2 is same as it was. 1+ 300ish 2- 20ish

Edit - after getting it in a better position, the bottom backlight is definitely not working

Well, at this point you have to carefully disassemble the panel to get to the LED strips to get the P/N as printed on the strips since there may be more than one version of the LCD panel.
Take good pictures so you will remember how the sheets are stacked and how the panel are put together.

Not seeing any sources online. I don't see any visibly damaged led

Gonna swap some around and see what I see. Maybe it's just a loose connection...
