I tested all the caps non are shorted out although when i tested some caps in ohms some started reading in the negative then slowly went up to over 150 ohms is that bad.

What does it look like with some kind of images on the screen instead of the User OSD?

When i plug in a video source to the hdmi the picture is gean red and laggy like overlapping. I ordered a tcon board put in in with no change.

We need to see what the image looks like on the screen, your description does not mean much.
We do not even know the make and model of the TV.
We also need the pictures of the whole backside of the the TV showing all the boards.
It is hard to help since we do not have the TV right in front of us to look at.
