At this point you need to get the P/N of the SMPS IC ICM801S so you can look up the spec sheet to find out which pin is the VCC pin and then find out if it has startup VCC for it to run or not.
BTW, the rectifier diodes in the cold side are OK?
And if you run the power supply board by itself without having it connected to the Main board, the output Voltages are still 0V, correct?

Fe 6c18046 6b22 is the ic name but i cant find any datasheet .th diode are ok and yes still 0 volt

That is a Fuji electric ic, I suspect it is a 6B22, so check the datasheet for a FA6B20N, it seems to match the circuit, The FA6B22N is new product.
VCC is pin 10.

They have 33 volt on pin 10 vcc
