OP is confused, that is picture of the main board, there is no T-CON board to replace, I am beginning to doubt now that OP actually got the integrated T-CON board to check the fuse on it.
There is a fuse F301 on that main board for the 12Vdc for feeding to LVDS cable to the integrated T-CON on the LCD panel which also should have another fuse on that integrated T-CON.

this is where good pics and follow up from the poster is handy.

though i have a feeling that this one may have a t-con.
if the stand is removed, then the secondary edge back cover.
then the stand support.
i think there is a separate t-con under there.

i could be wrong though and the op is going to need to confirm/deny if this is so, and supply appropriate pics to clear this one up.

based on shopjimmy and the OP post of the IC1901, it appears that there is a tcon board hiding somewhere that is replaceable. So then it is possible that the replacement tcon was bad BUT the OP should try disconnecting, one at a time, the tcon to panel cabling and see if this changes anything in terms of picture / display.
