Did not try yet, will try shortly. It's questionable if it will accept the USB drive without being able to power up.

Service manual on post #2, if you look at PDF page 30 LVDS connector, there is pin called 'PANEL ERROR' pin.
Your panel is Samsung so SLCD looks to be the one for your TV, you can verify the pin out.

So what do we have on a recap:
1. TV switching on and staying on
2. Backlight turn on and stay on
3. All signals from the Main Bd. and voltages on PSU are present, except
4. T-CON ON signal from Main Bd.

If you connect the 3.3V to the T-CON ON wire on the PSU you would have to make sure and disconnect it from the Main Bd. You would have to cut to wire midway of the connectors to leave enough space to join it back up.
Just leave it connected long enough to see if there is an image on the Screen/Panel.
If you get an image, then the Main Bd. is faulty.

OK. I am now thinking your Main Bd. is bad and you should look for a replacement board. I think.

Looks like you need to find out why there's no tcon on signal coming from mainboard, did you check everything on tcon with your meter?

Did you follow up on this to see if there is any voltage at that pin?? Of course this would be with everything connected.

Page 13 in budm's service manual looks good, maybe you can trace the tcon on wire back to mainboard then follow the traces to where they go, did you check those two IC voltage regulators right by the connector and any fuses you might have?

I had no luck when I searched for a main board the other day, it's gonna be one of those hard to find ones..

But first let's determine if it's that board for sure.

If I recall, the 40, 46 and 55 ex640 will all work.

Budm as for the PANEL ERR#:

On initial plug in to AC and/or each time power button is pressed, pin goes to 0.872V, then drops quickly back to 0V.

The same thing happens if I disconnect CN4002 (the other LVDS connector), or either one or both of the ribbons going to the panel.

With the T-Con completely disconnected from main board, PANEL ERR# goes to 3.3V immediately.

Not sure what to make of that voltage reading whether it should be low or high..

I tried grounding out the 3.3V PANEL ERR# pin with the T-Con disconnected, same 5 blinks.

Well at least you did try to trick the ERROR pin signal but still get the same 5-error code. I am not sure at this point if you have T-CON or main board problem.
