        He said he get 0V on all the connectors on the cold side of the board.

          Hello tmlfan,
          Please refer to your modified picture below:



          The component shown in the red box is from your original photos (your first post) and I assume the same one is in Post#6, therefore I'm not sure if its your original PSU or the (so called) refurbished one.
          The SMD transistor seems to be damaged compared to the photos shown in budm's Post#11.
          So which is which?
          Regardless though, that transistor just doesn't look healthy.

            Any pics that were posted are from the refurbished board that I bought to replace original board, I retook the pic from where you suggested, and yes black probe to chassis ground and red to whatever I'm measuring, meter set to dc
