Toshiba 32" regza 32AV615DB rolling horizontal colour bars

I have a Toshiba 32" regza tv, model 32AV615DB, when i switch on from cold i get horizontal rolling colour bars, audio is ok you can hear the station, when the tv as been on for around 10 to 15 minutes and warmed up the picture comes clear and stays good, if you switch off then back on the picture comes on straight away, the problem only occurs from switch on when cold.

I took the back off the tv last night, i couldn't see any bulging capacitors, there were two 1000uf/35v caps on the power supply/inverter board that didn't look totaly flat more inwards dent than outward so i removed these and tested them 968uf and 970uf so put them back in.

I disconnected all the removable plugs then reconnected them to see if there was bad connection, problem still present.

I took a couple of photos of the problem on switch on, new to tv repair so any guidance very welcome.....thanks Jack

maybe try heating each board up in turn with a hair drier, as the heat should make the fault clear up quicker, then you can narrow down the board at fault it could possibly the lcd panel i guess try heating and see if you get results.

Thanks for the hair drier tip, I warmed each of the boards up with an hair drier, when i heated the power supply board up the picture was clear within around a minute of applying heat, so thought it was the two 1000uf caps i'd already tested so ordered replacements, the two new caps didn't fix the fault.

I tested the output voltages of the power supply board 5v, 12v and 24v all tested good, is there anything else i can do to try and fix the problem.

so heat on the power board does make the issue clear up maybe now narrow the area your heating more i use a cardboard tube and aim the heat down it that way you can single out parts

You need to keep narrowing down the area you are heating up to locate the fault as suggested by vinceroger69

may also be a surface mount part on the underside of the psu in that area your heating up.

Some clear photo's of your boards could prove useful not having the set here at hand.

"may also be a surface mount part on the underside of the psu in that area your heating up." But what do you say? A faulty chip or anything little and smd can't get better with heat... To the OP, change all the El. capacitors on the power board, except the 450v ones, that are difficult to find, and use low impedance/esr types (only good brands).
