I have already replaced the X and Y sus boards in effort to fix the problem. Neither helped at all. Is my panel dead could be just a buffer board issue?

This looks more like a bad A-board than a panel defect. It's worth checking the cables from the A board to the C boards along the bottom of the screen are well seated.
NOTE: If you remove the C boards, ensure the heatsink plate for the panel drivers is secured down after replacing it. If not, your panel drivers will overheat and you will need a new panel.Please do not PM me with questions! Questions via PM will not be answered. Post on the forums instead!
