        According to the initial voltages as supplied in post #15 the power supply appears to be giving the correct voltages so somehow the voltage for that IC is missing.
        You need to trace the Vin pin of the LX2790 back to its supply voltage. There are quite a lot of 0 ohm resistors around that IC that I would check out with my meter to see if any of them are open circuit.
        Without a schematic its not easy to fault find on.
