You can run the power supply/LED driver board by itself with LED connector in place, you will need two resistors, one for the ENA pin and one for the ADJ (Dimming) pin to test the power supply/LED driver board function.

DO I jump ADJ to ENA while ENA is connected to 5V pin thru 1K resistor.

The other connector that I measured 25V is labeled as
LED1
LED2
VIN
VIN
LED3
LED4
The 25 volts I see is at the VIN pins.

If you have ENA signal and the 25V feeding the Boost converter but still getting 25VDC at the VIN pins of the LED connector, then the Boost converter circuit is not working.

I did not do test with 1k resistor yet, just wanted to give what each pin is on the board.

Found 1 1k resistor and have it soldered from 5V to ENA. With power on I am getting 25V to VIN pins , 3V to LED4 and no voltage on other LED1, LED2 and LED3 pins.

Disconnect the LED connector form the board, leave the Black meter probe on GND, leave the Red meter probe on VIN and then apply the power to the board with the resistor still in place to see if the VIN on the connector jump up above 25VDC for seconds or not.

I don't have led connectors plugged, I removed entire board soldered 1k resistor from 5v to ENA and plugged the power cable to the board

The key point is to leave the meter probes in place then apply the AC power to the board to see if the Boost Voltage comes up for seconds or not, no LED connector in place.

No it starts at 23V when plugged in and goes up to 25V slowly

OK, the boost converter did not even try to start. The only thing you can try at this point is to replace the LED Driver/Controller IC to see if it will fix the problem or not.

U1 is OB3362HP. Can this be replaced with anything else. I see few on eBay from China or Thailand, but picture does not match .

No sub that I know of.
BTW, you have more than one problem since the main board is not sending the ENA signal either.
