I have an RCA tv with no backlight. Checking the voltage on the LED connector, the voltage jumps to about 110V at power up, then drop right away and drops down to 40V. I did the flashlight test and thee is video. I assume this means there is a short somewhere in the LED strips.

I would say Open circuit in the LED strings.Never stop learning
