Vizio 39 Tesla M321i-A2 Not Powering On

When I plug it in I get a white standby light then after a few secs it goes out. Pressing the power button does nothing. Tested the power supply was getting 5v and the 12v was coming back 12.32v

What happens to the standby voltage on the PSU after the LED goes out?

About 30 secs to a minute after hitting the power button the voltage begins to decrease til at 0

So pin 1 (5V) goes to zero volts and then there no voltages on any of the other pins after the LED dies out?

If the 5Vstby is coming on but then dropping to 0V I would check C105 & C107
Are there components on the underside of the power supply and if so can you post a sharp picture?

plug the tv in, do NOT turn it on and measure all 16 pins on the PSU (last picture of your post #1). Turn the TV on, let it fault and redo the measurements. Post the pin out name with the corresponding voltages you measured.

Pin 8 should also be 12V. Can you recheck it.

your correct 8- is 12.31 it doesn't have a wire going to that pin so i misread it

must be something with the main board. The PSU is fine.

Can you disconnect the PSU from the main board and connect PS_On to 5V using a 1K resistor and check that all the output voltages remain constant for over the minute as described in your post #3.

Can some tell me where the main board fuse is for this model?
