Got this 40" Toshiba Lcd Tv its a 40BV700B which is a rebadged Vestel Tv. The fault was turns on works fine for a min then Lcd fades to white and backlight flickers badly normally about a minuet or 2 after it begins to get warm. I originally suspected we had a failed Lcd Panel as ive seen the particular Panel (LTA400HM07) fail lots of times in weird ways but the Tv stays on wont turn off afterwards, wont respond to remote or buttons meaning the processor has shutdown and turned Tcon off.
The fault was actually the Psu, the switching section Polly cap on this Psu is C878 (grey box behind main transformer) which is a 23nf 600v type had failed. Physically bulged and measured 0nf on my cap meter. After replacing it with a 23nf 1000v type Tv works fine, been running it for hours. If I had a scope I would have checked the output of this thing but I dont, although I suspect it would be bad. Either way that cap was causing the Tv to do some goofy things.
Hope this helps anyone who gets a 17PW26 casuing the Tv to act goofy check that Polly cap !
