Yep 2V is fine for an on signal. The 3.4V pin needs to measure around 3.4V.

Values always change when I turn it off and bring it back up. One question I have is while the tv is off should any of these have a voltage value to them? Another thing is I mentioned a random video earlier I saw and wonder if this could be my problem.
Appears a full recap is getting alot of votes so a full recap will be in the works. 2 questions though... This will sound rediculous but is that monster of a cap in the middle included in this recap and are those with what it appears to be some kind of shrink tubing are those caps as well and if so why are they covered like that?
i'm refering to the 2 big ones in the center.
the small things your refering to are inductors if they are marked with "L"before the number on the board.
OK riddle me this that last photo is a stock picture of my board on shopjimmy and has 2 monster caps on it...if you look at the pictures I posted earlier of my actual board there is only one monster cap...what's that about?
Just wanted to give an update on how the recap went... 18 caps total replaced and after an undisclosed amount of time has passed I know have a working tv WITH SOUND!!!! I just want to thank every single one of you for your knowledge and help. I could not have done it without you and it is much appreciated. You guys nailed it to a T...thank you so much. Im couldnt be happier that I found this forum.
