Jumping 5vstby to powtv with 1K resistor with the main board dc'd only makes the relay SR80 change state. No leds, nothing else. The same thing happens when the main board is connected and set is plugged in.
I have the exactly same tv and same issue as yours starting from this month. I just ordered the components and not start fix it yet. did you try to replace the STR-Y6456 (I saw someone talking about this part in youtube). for me, the resistor RGDU5M-5E is bad now. but also other part is bad too, which caused resistor RGDU5M-5E is broken.
So the question is, do you have >2VDC at this pin when power switch is activated? If not, then the main board is nor sending the command to turn on the rest of the power supply or the PFC Voltage booster.
As other poster had indicated, bad relay/relay contact will cause the R850 to go open because that resistor is for the soft-start which is supposed to be bypassed by the relay contacts if the relay is OK to give the power supply the full power.
So you can have the problem with the main board + problem with the power supply board.

Ok, took a while, 3.28 volts dc at powtv before I even push the power button.

If it is a matter of replacing boards, ill do it, just trying to narrow it down.
So you put the 1k resistor between STBY 5v and Pow-tv. Did you put another 1k resistor from STBY to BLon (backlights)? The main board has to be unhooked, plug the PSU in and see what happens
The BL-ON signal may not be routed through the power supply board connectors, we need to see the whole back side of the TV so we can see how all the boards are connected together. There should be some labels on the Inverter boards to tell you which one is the the BL-ON (INVR-ON) pin.
