And have you ordered the right psu for this set you cant just stick any 17ips11 in there ?

ok fitted replacement powerboard still the same backlight on no video or audio, so have changed mainboard same numbers on sticker same no video or audio and now changed powerboard again same numbers on sticker.
now I have not got a clue can a panel fault stop it firing up or have I got another faulty mainboard

i wonder if you could get a scart lead and connect to your non working set and then connect the other end of the scart to a working tv if you get a picture through the working tv screen would this prove a panel fault on the non working tv?

You cant do that on these shorting the epprom will kill it totally. I honestly hate the tvs with a passion you have to options:
Replace and reflash the epprom/flash chip
Replace the mainboard with EXACT MATCH

I take it the TV doesnt have a t-con.

If not, going by description sounds like main board fault.

I found a schematic for the mainboard. It shows the power connector pinout so you should be able to check the voltages from that. See page 5, left side.

Also you can check the secondary rails from the mainboard's onboard regulators.

I don't know if that schematic will be exact, but should be a good place to start.

Try it the other way around, see if you can get video output through SCART from the non-working set to display on the working one.

now tried every combination I can think of using scart and hdmi between the two sets no output from Toshiba to working tv no input from working tv displaying on toshiba

ive manged to get that idea working a few times scart to scart on working and problem tvs basically were trying to find if your power supply and mainboard on the faulty tv is working to a point ive just tried this on two set i have here one has a smashed screen i have the aeriel plug in the non working set (connected together via a scart lead) then flick through the source menu on the working tv and its picked up the picture/sound from the smashed screen set im not sure this works on all tvs though and i suppose if your non working set is on dtv source with sound on etc so may have to go through source menu on both tvs.

i think i understand what you are saying here, i have just tried connecting a digital tv box into faulty set using hdmi and sending it out to the working set, still no go,

the ribbon cable going too the board on the bottom of the set i wonder if theres a surface mounted fuse by the ribbon connector but yes as you say i guess if its a common issue the replacement main board can be bad too was it a exact match all sticker numbers etc also theres a panel sticker on the chassis of the tv do these have to match the mainboard somehow too?
