OK, they are not shorted.
We need P/N of the PFC IC so we can find out if we do get VCC for the IC to run or not.
I hope you do know how to replace SMD devices.

could it be a mosfet problem mosfet q601 had a minor crack in it?

Cracked MOSFET, then IC is damaged also then. R621 still show <1 Ohm?
NPC1606.
You need to check the Voltage between VCC PIN 8 and GND pin 6. You must be very careful since you will have the board upside down and all hooked up and also powered up and you will be working in the HOT DEADLY side. So you need to plug the TV into GFCI outlet at least for protection, and do not let the board touch the chassis.
If you think it is too dangerous, I would look for new board.

i get 15vdc between 8 and 6 and .3 0hm on r621

12V is the typical startup voltage so you do have enough voltage to run.
So how bad is the the crack on the MOFSET? r621 is fine.

I dont have a picture of the mosfet, I left it @ the shop, but I can post a pic of it tomorrow when I get to it. Got the tv for $10 power supply is $29 on shopjimmy, so if I cant figure it out, I will just order another board, $39 not bad for a backup tv for my kids

old thread but needed an update. Ordered power supply from shopjimmy, and tv now turns on. Thanks everyone for all the help tv was $10, power supply was around $19. $29 total.
