Ok so I had a problem with this Power board and t turned to to be cold solder joints.
Using the shop jimmy pic provided earlier in this thread I re-flowed all the joints highlighted and it fixed my clicking problem. I hope this helps someone in a similar situation.

Hi! I decided so share my experience with this power cycling issue on a UN40D6400UFXZA Samsung led smart tv.
So i had a cycling issue with this tv, when i turned on the tv only a smart logo was shown for a half a sec and the tv was cycling to the eternity.
In my case was a faulty led. When i disassembled the tv, i found a single led on the strip, which is came off just by touch. So basically just shorted the led pads with a big solder blob and end of story. The tv working fine ever since.
But the most valuable hint when it comes to repair this kind of tvs, especially if u have power cycling issue, is that u need to find in the datasheet (yes datasheeet is crucial if u want to troubleshoot your tv, or at least get a similar one).
So every led tv has one or more led strip driving ics. This tv has 2. Every led driver ic has a FLAG pin which goes to the main board. That flag pin is going high (i believe - did not tested) if there is too much or too less curent was flowing to the led strip.
So just break the flag line ( take out a resistor) and the power cycling should stop (of course if your problem is about the led strips).
After that u can turn on your tv, and check which led strip is not lighting up. Also u can check the voltage on the output capacitors ( if one of your led strip is not lighting up the in the corresponding capacitor u will have much more voltage than on the other ones).
