Hi!
I'm trying to fix a Toshiba LCD tv that has a randomly working display.
Most of the time when I turn it on it will flash once as it usually does, then instead of coming up to the current source display I get a white image that will after a few seconds/minutes display very lightly colored vertical thin stripes. Once in a while it does work normally when I power it on, but next time I turn it on again, the gamble starts over.
I have tried changing the t-con for a new one, same thing. I have actually tried 2 t-con (other than that first one that was in the tv when the problem appeared).
What are my options about this? Main board? Panel? Is there any way for me to test this kind of problem with a regular multimeter or does this matter gets more serious and requires an oscilloscope?
Here's a video of the startup sequence (volume was low, but you can hear it)

Thanks for your help!
