    You may want to consider new board ($40), I am not sure if you have all the tools needed to do component level troubleshooting and replacing.

        We need to check the DC voltages right at the two legs of those two start up caps in red circle in that 5VSB section, you must be real careful because you are working in the primary deadly side of the circuits so do not touch any thing with your hands or body.
        After that we may have to check the capacitance and the ESR of those two caps or just replaced them since they will need to be replaced sooner or later any away, actually the set of caps should be replaced.
        You should get the digital meter before going further, but I will wait and see what you can read with your meter.

          OK, Im assuming I pull he board and place on none metallic surface and ground the screw hole closest to the ac. leaving the low voltage wires disconnected. And test ec3, c21 from the back side?.

            The power supply board can be tested by itself without having another boards connected to it, so yes once you locate the two legs of those two caps, you will be measuring the dc Voltage DIRECTLY AT THE TWO LEGS OF EACH CAPS I mention with bottom side of the board facing you (yes, do put the board on card board or insulator sheet). Notes: You WILL not be using the the chassis as the ground ref. point for DC voltage testing in the primary side of the circuit.

                Is the board plugged into the mains?


                RULE - for voltage test board/set must be powered up
                for resistance and most other tests the board/set should be unplugged

                  OK we need to find out if are gettin B+ feeding the 5STBY circuit. Check the DC Voltage between point 1 (red probe) and point 2 (black probe), it should show around 160~170VDC.
                  I also need the P/N of that IC in red circle.

                      OK, so the stby is getting the B+ feeding it OK all the way to the SMPS transformer but the MOSFET that drives the transformer is not switching.
                      Please check the resistance of the Source SMD resistor R92, it should show very low Ohms.
                      So far I cannot find any info of that IC.

                          You are really not helping us to help you fix this.
                          I believe in the US you can still buy a cheap multimeter for around $5.

                          When we ask for a voltage we need to know what it is - not a range and please put what it is volts ohms amps or whatever.


                          You THINK that was the part number - There are millions of parts out there
                          have we to guess. 6 0 G....... 2 S Z 5.......... 9 0 8......... 3 B 8 9 S

                          How long do you thing it would take to work through all the permutations?

                          If you cant read it try for a close up picture and we will have a go.

                            Ill get a digital meter. I was hoping for some help, wasn't expecting sarcasm. I will get A digital meter and a super duper magnifying glass. Thanks for all the ones that have helped, this is a learning experience.

                              It is not sarcasm - it is constructive criticism, I dont think you appreciate how difficult it is to troubleshoot from a distance when we cant see the boards, have no idea what your
                              doing and getting answers that are not precise.

                                    I believe they are very helpful - they like to supply the corrct boards if they have them. I think I would email and send pictures of the board and closeups of any barcode labels or board numbers you can see.

                                          did you test them or just do a visual?

                                          just a visual is not always accurate and they need to be tested out of circuit using a esr meter....thats what i do but im novice but it does work and caps dont have to be bulged to be bad..........been there done that lol
