You cannot really tell until you do some Voltage measurement first, replacing the LED is the last thing you will want to do.

what power supply number is used in your set as we need too test the bl-on voltages etc

I have been told to jut change the LEDs is this not the best idea? I would love to be able to repair without this

OK, it only has one LED string, so with TV OFF, set your meter in 200VDC scale and you must leave the black probe on the chassis and the red probe on the Red wire of the LED connector, then turn on the TV while keeping and eye on the meter to see how high the Voltage will jump up to (it will happen really fast so make sure to watch the meter) and wait about 5 seconds to see how low it goes down to, then turn off the TV.
Move the red probe to the black wire of the LED connector and repeat the same test on this black wire then report the readings to us.
BTW, the number on the board is 17IPS19-5?

Hi thanks for the reply so just done this test and the only reading I get when it settles is .455. On both red and black wires.
Does that make any sense to you? And yes that is correct 17IPS19-5

0.455V? That means the Voltage boost converter is not even getting any feeding Voltage at all.
Need to test all the diodes in the cold side, check all the solder joints on the bottom side of the board, try to find the schematic for the power supply if you can.
Can we get good clear straight shot of the whole bottom side of that power supply board?

OK, it will need more in-depth troubleshooting in that power supply section.
BTW, just to be sure since you did not indicate if you at at least have the power indicator or not, do you?

I could try to replace the board as soon as o get the funds but a lot of them are going for quite a high price on eBay
