Leaky AC voltage in a sharp lcd TV

Hi I repaired a power supply board in a Sharp LC-c3242u LCD TV. The TV now works but when i tested for leakage voltage from chassis ground to earth ground I got 60 volts AC. Can anyone tell me where I might look to find this leakage.
I read this forum all the time and find many answers in it. You guys are a great help.

Does this TV use 2-prong plug?

I did get a 1.5K 10W resistor but must the manuals that I have read wanted a 600V 0.15 uf cap and I could not find one. The reason I even look for a leaky voltage is because I got a few light shocks while working on it. I replace a tvs diode and a fuse on it.

What voltage value do you have?

Digging around in my junk I did find a 0.47 uf 300 volt cap. I could not find what was wanted on digakey or mouser

.15uf 250V or higher is fine.
