"the fuse will blow on the board as soon as i plug it in" you have shorted out components, not the relays. What did you check so far on the board?Never stop learning

Look at both heat sink and see if you see a diode making on the components
also Google the part # as well see if any are shorted
The relay would not be your problem at this pointComment

between the subpower supply and main powersupply" So it is not blowing the fuse any more?
Ticking can mean the power supply is trying to start due to bad startup cap or it is in shut down-restart mode due to shorted circuit.

well the va at the conector at top of power board is up at 52...sticker calls for 60
the other readings are still low and im still trying to find why im not geting my start up?
i still have the verry faint ticking noise. still no stand by light.Comment

What are P/N as printed on the top? We need to look for spec sheet, then you will measure the resistance between the Ground pin against all other pins.Never stop learning

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?by Tynan DillI was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.
Upon bringing it home and plugging it up, it showed a standby light.
I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.
The screen seems to blackout and stay black, but with a flashlight I can see the display.
With my Playstation 4 connected via HDMI, and running a game I can hear sound.

The screen powered on and was giving an operation error but the manual was not very clear about what the error exactly was but with a little bit of troubleshooting and finding out that the control relays not powering on and no keyboard functions we narrowed down to this one switching power supply which of course does not have any indicator LED light they are on the keyboard interface/relay controller board

It has already been replaced with an updated one but it's coming home with me now instead of being e-cycled. To be specific, this is the MA model that has the blue backlit display and has been discontinued, although this design may have been used in many UPS units including the smaller Middle Atlantic ones in this series.
