        i believe the coil relay box is out. 1 or maybe both
        the fuse will blow on the board as soon as i plug it in and there was no relay clicking

          The photo the one of the relay you need to retake so I can see the writing

          Also what device is this board in


          Take another photo of the hole board more to the left this time

            "the fuse will blow on the board as soon as i plug it in" you have shorted out components, not the relays. What did you check so far on the board?

              replaced 6 caps 10v3300. this board is the sub board fo a
              lg60pc1d-ue.

                    Look at both heat sink and see if you see a diode making on the components
                    also Google the part # as well see if any are shorted

                    The relay would not be your problem at this point

                        didnt find anything shorted but when pluged in i can hear a real faint ticking sound
                        between the subpower supply and main powersupply
                        no standby light or relay clicking

                          the raint ticking sound...is that. from not getting the right voltage to make it power on?

                              Ticking can mean the power supply is trying to start due to bad startup cap or it is in shut down-restart mode due to shorted circuit.
                              Pictures are not good enough to troubleshoot from remote.

                                  well the va at the conector at top of power board is up at 52...sticker calls for 60
                                  the other readings are still low and im still trying to find why im not geting my start up?
                                  i still have the verry faint ticking noise. still no stand by light.

                                      What are P/N as printed on the top? We need to look for spec sheet, then you will measure the resistance between the Ground pin against all other pins.
