T.v. fixed after putting in the new"2n hand" ss board.
The ss board should read open circuit "OL" across pin 1 and pin 3 and 1 & 4 of the ss11 scocket and on ss3 scocket you should read mega ohms across pin 1 and 3 and pin 1 and 5. I could of replaced the rjp30e4 chips x 4 but it was cheaper to get a 2nd hand ss board off ebay.
I will remove these chips when I get time to verify that it is those chips and that the short goes.
thanks to tw2005 for the help.

Sounds good, although it'll be megohms at SS11 just depends on the limits of the meter used.

I reckon it has to be corrupted eeproms for the A board and the SS board failure must either cause the TV to shut down in such a way to corrupt them or they get spiked?

It's a little uncanny you & I had A & SS failures at once. The SS would have to happen first, and 13 blinks must be right at the startup of the A board before it turns the PSU on. I've already proved IC9304 on that board caused SOS1

                Hmm--Interesting.....

A Panasonic 37C2B in Swansea with dodgy A board--two years ago, that was perfect condition low hours--very clean inside....

Sounds Exactly like the one I currently have....

It (If the same set, which is possible I guess) has Intermittent 8 Blink from cold, followed by occasional working with Psychodelic Picture for some seconds--until it goes 8 blink, then if tried again works Nearly faultlessly until turned off and left to go stone-cold....

I say--Nearly faultlessly, this 5000 hour set has a VERY slight row of dots/dashes exact centre of picture about 5-6mm high,--that can only be seen on very dark/black picture, when looking pretty closely and when the brightness is turned up a little
--Dont normally see it, and its present Only on the diagonal grey-scale wedges of the test-patterns, not on any of the primary colour screens either bright or dim....
--This row of dashes is approximately one division of brightness higher than the usual greenish noise that Plasmas seem to have. It will completely vanish leaving a fully black screen when the brightness is turned down just one more division after the greenish noise has gone, and present on all inputs as well as DVB....

Sounds like potentially dodgy A-board. Both the HD & FHD base models use the same blank PCB board and have similar issues with them like bad BGA solders from heat which is interesting.

I have a 50U20 which according to the sellerat the time had little use which was true, 2500hrs. I forget the exact fault but screen would blank out , then some weird error message, maybe 13 blinks as well.

So i had another board from NZ which was sent incorrectly, never tested but supposedly from new smashed TV (I suspected bullshit on that).

wacked that in , looked good for 15mins then as it got hot, flickering red and blue vertical bars along the bottom. I think that board had 3-4000hrs on it.

took a 3rd board from Sydney with about 6000hrs(blown SC) to get it running.

I do have a 42X20 and that TV was a basket case, also had corrosion or bluing on some of the ribbons that caused image issues and random faults initially as well.

Still have it and still working, gets used daily

                    Re: Panasonic TX-P37X20B

Yup--Looks like dodgy A board. Ive monitored the SOS 8 point on the SS, that starts out at 5V, drops to 0 as it starts up then goes to 5V just as it shuts down.

--But if the A isn't supplying the correct info to the SS--I'll go SOS8 anyway....

Ive had the SS out and checked it for dry-joints, poor earth-lands etc and checked the tab-FCB connectors etc, Nothing amiss....

Looks to have a Very complicated combo chip under that heatsink on the 'A'--a Die component processor style and two other LSI type chips all on the same substrate....

Worryingly, the HDMI sockets seem to connect direct to this thing....
