Vizio VO320E power supply, DPS-172EP No Power

I have a Vizio VO320E power supply (DPS-172EP) that has me a bit stumped. No output on any rails. Not even on the +5vSB. Main fuse is good. All caps are good. Initially, I found 2 bad MOSFET's (Q700 & Q708) I replaced them and still no power anywhere. Thoughts?

Good clear pictures of your boards?
      Is this the one?

Check the main fuse, DC voltage on that large 405vdc CAP (measure right at the two legs of the cap).
